Shimon Peres and King Hussein, in an understanding known as the London Agreement, have agreed by April 1987 to a UN-sponsored conference involving all parties to seek a comprehensive peace; Palestinian representatives will be part of a Jordanian-Palestinian delegation.

Although US President Reagan endorses the proposal, Yitzhak Shamir wants a conference with only Jordan and resists American pressure for a comprehensive peace conference.

The agreement's vague formulations do not command a majority of votes in the unity cabinet, and Shamir retains control.
