August 1890 CE
German chancellor Otto von Bismarck had achieved a fragile balance of interests between Germany, France and Russia—peace was at hand and Bismarck had tried to keep it that way despite growing popular sentiment against Britain (regarding colonies) and especially against Russia.
Alexander had been indignant at the conduct of Bismarck towards Russia, but he had avoided an open rupture with Germany—even reviving the League of Three Emperors for a period of time and in 1887 signing the Reinsurance Treaty with the Germans.
However, in 1890, the expiration of the treaty had coincided with the dismissal of Bismarck by the new German emperor (for whom the Tsar had an immense dislike), and the unwillingness of Wilhelm II's government to renew the treaty.
In response Alexander III will begin cordial relations with France, eventually entering into an alliance with the French in 1892.
