1864 CE to 1875 CE

Andorra's late medieval institutions and rural culture remain largely unchanged until 1866, when the syndic Guillem d'Areny-Plandolit leads the reformist group in a Council General of twenty-four members elected by suffrage limited to heads of families.

The Council General replaces the aristocratic oligarchy that previously ruled the state.

The New Reform (Nova Reforma) begins after ratification by both Co-Princes and establishes the basis of the constitution and symbols—such as the tricolor flag—of Andorra. 

A new service economy arises as a demand of the valley inhabitants and begins to build infrastructure such as hotels, spa resorts, roads and telegraph lines.
