Radcliffe's proposals, submitted in December, contain provisions for a balanced legislature, as in former schemes, but the proposals also include an option of self-determination at some indefinite time in the future and safeguards for the Turkish Cypriot minority.
Turkey accepts the plan, Greece rejects it outright, and Makarios refuses to consider it while in exile.
