Genoa had taken part in the Siege of Almería in 1147, helping Alfonso VII of León and Castile reconquer the city from the Muslims.
After the conquest, the republic had leased out its third of the city to one of its own citizens, Otto de Bonvillano, who had sworn fealty to the republic and promised to guard the city with three hundred men at all times.
This demonstrates how Genoa's early efforts at expanding her influence involve enfeoffing private citizens to the commune and controlling overseas territories indirectly, rather than through the republican administration.
Genoa in 1149 grants the benefits of a part of the city's fiscal revenues to a consortium of creditor called compera, the first example of the consolidation of public debt in medieval Europe.
