The Zionist founders set out to build a European-style suburb, with straight, wide streets, parks, and modern urban facilities and services.
The new suburb, founded on the sand dunes north of Jaffa with the building of sixty houses, will be named the following year for Herzl's novel Altneuland (1902), the title of which is translated into Hebrew by Nahum Sokolow as Tel Aviv (tel, "hill"; aviv, "spring"; hence "Hill of Spring").
