International recognition of the PLO has important repercussions within the Arab camp.
At an Arab summit conference held in Rabat, Morocco, on October 2628, 1974, leaders declare that the Palestinian people, under the leadership of the PLO ("their sole legitimate representative"), have the right to establish a national independent authority in liberated Palestine.
In response, King Hussein, while accepting a resolution stating that any "liberated" Palestinian territory "should revert to its legitimate Palestinian owners under the leadership of the PLO," announces that his country will exclude the West Bank from Jordan and will never enter into a federation with a Palestinian state.
Such a step would inevitably give the Palestinian population a majority and bring about the loss of his kingdom.
The Rabat decision is denounced by the more radical "rejection front," composed of the PFLP, the PFLP-General Command, the pro-Iraq Arab Liberation Front, and the Front for the Popular Palestinian Struggle, which seeks to regain all of Palestine.
