No general agreement exists about the future of Switzerland in 1798.
Leading groups split into the Unitaires, who want a united republic, and the Federalists, who represent the old aristocracy and demand a return to cantonal sovereignty.
Coup-attempts become frequent, and the new régime has to rely on the French to survive.
Furthermore, the occupying forces insist that the accommodation and feeding of the soldiers be paid for by the local populace, which drains the economy.
The treaty of alliance with France also breaks the tradition of neutrality established by the Confederation.
All this makes it difficult to establish a new working state.
