Díaz begins to tackle Mexico's economic backwardness during his first four years in office.
He first decrees stiff measures against contraband moving across the United States border.
Smugglers and bandits cross the border from both sides, but Díaz will not permit United States troops to enter Mexico in search of them.
Instead, he enlarges the Mexican border patrol.
In 1877 Díaz agrees to honor four million US dollars in claims by United States citizens against Mexico.
