The Arab League establishes the Arab League Educational, Cultural and Scientific organization (ALESCO) and, despites objections by Jordan, admits the PLO as the representative of all Palestinians. (The PLO will hereafter consistently claim to be the sole representative of all Palestinian people.)
A Palestine National Council (PNC) is established to serve as the supreme body, or parliament, of the PLO, and an executive committee is formed to manage PLO activities.
Initially, the PNC consists of civilian representatives from various areas, including Jordan, the West Bank, and the Persian Gulf states.
The PLO is divided between old upper-class families, whose authority dates back to Ottoman times, and young middle-class or fedayeen factions anxious to exert pressure on Israel and the West through terrorism.
