The Congress attaches the southern portion (the so-called Quadrilateral) of the Dobruja to the much smaller Bulgarian principality formed from the Danube vilayet, autonomous but still under the sovereignty of the Sublime Porte, and confined to the territory between the Danube and the Balkan Mountains.
