The heavy rains of 1866 had caused floods that destroyed the rice-crop in low-lying regions.
As a consequence, another shortfall had been expected in the following year, and the Government of British India has imported approximately forty thousand tons of rice at four times the usual price.
This time they have overestimated the need, and only half the rice is used by the time of the summer monsoon of 1867.
