The States General, to which the representatives of Holland and Zeeland have now returned, invite Orange in September 1577 to come south to Brussels, where he is triumphantly received.
Under his influence, a new union comes into being, providing for joint action by both Roman Catholics and Protestants against “the common enemy of the fatherland.” Meanwhile, the States General, continuing to act with sovereign power, have formed a government headed by the young archduke Matthias, an Austrian nephew of King Philip.
Matthias agrees to conditions laid down by the Prince guaranteeing a constitutional system of government.
