The Treaty of Amiens in 1802 had provided for a temporary truce in hostilities in the Anglo-Spanish War, only to be broken in October 1804, when, as part of the reopening of the war with Napoleons France, the British captured a Spanish squadron of frigates carrying gold bullion to Cádiz.

As an intended consequence, Spain declares war on the United Kingdom on December 12, 1804.

The French plan an invasion of Britain in the coming year; the Spanish fleet is to be an integral part in assisting this invasion.
