Spain and Britain, realizing the French ambition to conquer Mexico, had withdrawn their forces on April 9; their troops depart on April 24.
The French, however, determined to install a Conservative government, double their troop strength and march on Mexico City.
Halted halfway by the Mexican defenders at Puebla, the French retreat to Veracruz.
