As the town garrison assembles, Velasco is against any bloodshed, and comes to the door to say: "If this is because of authority, I surrender the baton of command."
This announcement is met with joy by the assembled crowd.
The flag is raised and a twenty-one-gun salute fired amid the ringing of church bells. (This day will be marked as Paraguayan Independence Day.)
