Additional revolutionary troops come to the square, as Governor Velasco is reluctant to accept the conditions presented by the plotters, and set up a battery of eight cannons in front of the government house in Asuncion; Ensign Vicente Ignacio Iturbe brings a new ultimatum, setting a short deadline for a response.

It is already early morning on May 15, 1811.

As the town garrison assembles, Velasco is against any bloodshed, and comes to the door to say: "If this is because of authority, I surrender the baton of command."

This announcement is met with joy by the assembled crowd.

The flag is raised and a twenty-one-gun salute fired amid the ringing of church bells. (This day will be marked as Paraguayan Independence Day.)
