Dominic has established himself, with six followers both voluntarily poor and learned in theology, in a house given by Pierre Seila, a rich resident of Toulouse.
He subjects himself and his companions to the monastic rules of prayer and penance.
In July 1215, Foulques issues a diocesan letter instituting Dominic's brotherhood of preachers (which soon will become the Order of Preachers, the nucleus of the religious order that bears his name: the Dominicans, or Black Friars) and giving them written authority to preach throughout the territory of Toulouse.
Thus the scheme of establishing an order of Preaching Friars begins to assume definite shape in Dominic's mind.
