Manfred, refusing to surrender Sicily to Innocent, accepts the regency on behalf of Conradin, Conrad’s infant son.
The pope, having been named tutor of Conradin, excommunicates Manfred in July 1254.
The regent decides to open negotiations with Innocent.
By a treaty made in September 1254, Apulia passes under the authority of the pope, who is personally conducted by Manfred into his new possession.
Manfred’s suspicions aroused by the demeanor of the papal retinue, and he being also annoyed by the occupation of Campania by papal troops, he flees to the Saracens at Lucera.
