Alexander II implements a great judicial reform also, establishing courts with juries in major towns on November 20,1864.
In general, the judicial system functions effectively, but the government lacks the finances and cultural influence to extend the court system to the villages, where traditional peasant justice continues to operate with minimal interference from provincial officials.
The Russian judicial system is modeled after contemporary French and German law.
Each case has to be decided on its merits and not on precedents.
This approach remains in place today.
