The contributions of all its members are not yet paid in April 1610; prompting a threat by Maximilian to resign.
To prevent him from doing so, Spain, which had made the giving of a subsidy dependent on Austria's enrollment in the League, waives this condition, and the pope promises a further contribution.
Through careful economics and use of his near-absolute powers of taxation, Maximillian has acquired substantial wealth, which he uses to finance a splendid army for the League.
