The Munich Diet had failed to erect a substantial structure for the newly formed League.
The Electors of Mainz, Cologne, and Trier had on June 18, 1609, proposed an army of twenty thousand men.
They had also considered making Maximilian president of the alliance, and on August 30 they announce their adhesion to the Munich agreement, provided that Maximilian accept the Elector of Mainz, arch-chancellor of the Empire, as co-president.
