The Estates of the former principality prepare a constitution, including equal taxation for all, the election of deputies by the people and freedom of work.
A 'Déclaration des droits de l'homme et du citoyen de Franchimont' is also adopted on September 16, 1789”though largely inspired by France's Declaration of the Rights of Man and of the Citizen (voted into law twenty days earlier), it does contain some significant differences:
Article 3 : Sovereignty resides in the people not the nation
Article 10 : Every citizen is free in thought and opinions (with no other restrictions)
Article 17, concerning property, is left out, since the civil and individual rights of the inhabitants of the new republic, including those related to property, have already been sacrosanct since 1196 (Charte d'Albert de Cuyck).
