Tsar Nicholas feels that, because of Russian assistance in suppressing the Hungarian revolution of 1848, Austria will side with him, or at the very least remain neutral.

Austria, however, feels threatened by the Russian troops in the Balkans.

On February 27, 1854, the United Kingdom and France demand the withdrawal of Russian forces from the principalities.

Austria supports them, and, though she does not declare war on Russia, refuses to guarantee her neutrality.

Russia's rejection of the ultimatum proves to be the justification used by Britain and France to enter the war.
