When he leaves Trier (in present-day Germany) in the spring of 383 for Milan, the empire’s western capital, the disgruntled troops proclaim as their emperor Clements Magnus Maximus, a Spaniard of humble origin who has commanded them against the Picts and Scots.
Asserting himself as ruler in the Western provinces (praefectura Galliarum) of Britain, Gaul, and Spain, Maximus—who, like Theodosius, is both Spanish and extremely orthodox—takes up residence at Trier and enters into negotiations with the eastern emperor.
Because hostile tribes threaten his eastern frontier, Theodosius decides to recognize Maximus rather than fight a war in the West.
